4月2日: 联合国"世界提高自闭症意识日" - 2015年主题: 职业: 自闭症优势

每年的4月2日是世界提高自闭症意识日,它在2007年12月18日由联合国大会62/139号「世界提高自闭症意识日」决议(http://www.un.org/zh/documents/view_doc.asp?symbol=A/RES/62/139&Lang=C)指定,目的以提醒全世界提高对自闭症的认识程度,更加关注自闭症患者。

自闭症的发病率为1/150,为强调这个比例的重要性,在2009年的世界自闭症日,美国有志愿者在纽约市的中央公园放置150辆婴儿车,以唤醒民众的关注。

据预计,80%患有自闭症的成人处于无业状态。研究表明,雇主忽略了一些自闭症人群比普通人群更强的能力,例如:图案识别能力与逻辑推理能力。另外,他们对细节的关注能力也比普通人群更强。要释放这些潜力,必须克服的障碍有:职业培训缺乏,对就业的支持仍不充分以及较为普遍的歧视。

背景信息

自闭症是一种因神经系统失调影响到大脑功能而引致的终身发展障碍,症状在三岁前出现,患者多为儿童,分布在许多国家,不分性别、种族或社会经济地位,其特征为社交互动能力缺失、言语和非言语沟通困难,行为、兴趣和活动有限和重复。

自闭症在世界所有地区的儿童中流行,发病率高,对儿童及其家庭、社区和社会产生巨大影响。

发展中国家往往由于缺乏卫生资源,使自闭症给家庭经济带来巨大的困难。与这些疾病相关耻辱和歧视仍然是诊断和治疗的巨大障碍。自闭症和其他精神障碍没有被列为儿童死亡主要原因,从而导致发展中国家公共政策决策者,以及捐助者对它的长期忽视。

2008年生效的《残疾人权利公约》的宗旨是促进、保护和确保所有残疾人充分和平等地享有一切人权和基本自由,并促进对残疾人固有尊严的尊重。这是促进全社会具有包容性和充满爱心的工具,并确保所有患有自闭症的儿童和成年人过上充实和有意义的生活。

公众对自闭症谱系障碍的认识日益提高,对许多这类患者的公共服务也在增加,对此我深受鼓舞。世界提高对自闭症认识日不仅推动了对这一病症的更多了解,也使家长能够寻求早期干预治疗,同时它还呼吁将自闭症患者充分融入社会。这一纪念日还邀请政策制定者鼓励学校向患有自闭症的学生敞开大门。只要有足够的帮助,他们就能够——也应该——在其社区的中心接受教育。现在是为自闭症患者争取更多获取服务的机会和工作机会的时候了。

今年,我很高兴地推出一个就业方面的“行动呼吁”,邀请企业做出聘用自闭症患者的具体承诺。我们鼓励公共部门、企业和小企业仔细审视他们对自闭症患者的看法,花时间了解有关情况,为自闭症患者创造改变生活的机会。

有自闭症的人有巨大的潜力。他们大多数有出色的视觉、艺术或学术技能。随着辅助技术的使用,不言语的自闭症患者可以交流和分享他们的隐藏能力。认识到自闭症患者的才能,而不是只看到他们的弱点,对于建立一个具有真正包容性的社会至关重要。

然而,即使在对自闭症认识最为先进的地方,患有自闭症的成年人中也有80%以上的人没有工作。这就是为什么雇主了解他们独特而且往往卓越的技能并为他们创造其可以脱颖而出的工作环境是如此之重要。

要实现这一点,就必须要有适当的职业培训、充分的支持以及世界各地可以让人们成功融入员工队伍的招聘过程。

联合国大会呼吁为自闭症患者提供更多的机会和机遇。大会在宣布4月2日为世界提高对自闭症认识日的同时,还呼吁为公共管理人员、服务提供者、护理者、家人和非专业人士提供培训,以帮助自闭症患者融入社会,使他们能够充分发挥潜力。

在世界提高对自闭症认识日,让我们联手为自闭症患者创造最好的条件,使他们能够为一个对所有人而言公平和可持续的未来作出自己的贡献。

张纯如纪念公园命名,圣荷西市议会全票赞成

圣荷西(City of San Jose)市议会于2月24日全票通过将北圣荷西(North San Jose)的一个新的小公园命名为“张纯如纪念公园”(Iris Chang Memorial Park)。根据该市公园委员会(Park and Recreation Commission)在去年11约5日的备忘录(memorandum)里提到,这一座公园占地约5.04英亩,位于River Oaks Parkway和Seely Avenue交际处,公园内设有两座网球场、一座蓝球场、儿童游乐园、厕所等设备。

张纯如的父亲张绍进(Shau-Jin Chang) 和母亲张盈盈(Yingying)在提出公园命名备忘录里提及,张纯如生前为二战期间的亚裔受害人著书发声,为全民性人权伸张正义,对美国与全球各地收到种族起亚的受害者付出了人道关怀。这些亦符合了市府命名政策里的要点,包括:反映市内族裔和文化的多元性;肯定曾为本地、国内及国际社会作出贡献的人士等条件。

张纯如 (1968-2004),生前为历史学家及作家,曾出版英文著作《南京暴行:被遗忘的大屠杀》叙述二战期间日军的南京大屠杀,轰动各界。该著作也立即成为了美国最畅销的非小说书籍。张纯如疑长期钻研悲剧历史而罹患忧郁症,2004年11月9日自杀身亡。2007年,以张纯如为题的传记《发现张纯如》出版发行,2007年还上映了纪录片《张纯如——南京大屠杀》。

这座“张纯如纪念公园”位于圣荷西第四区(District 4),也是加州众议员朱感生在任期间圣荷西市议员期间的选区。朱感生州众议员在推动“张纯如纪念公园”功不可没,早在2007年,朱感生的第四区市议员办公室出面推动在市内Improv 剧院美国首映播放《张纯如——南京大屠杀》电影。朱感生随后提议公园命名一事,在公园命名申请中亦协助张纯如父母,并呼吁居民支持这个公园命名。

听seminar - 10,000 hours to greatness and stress management有感 ---- Life's Goals: How to Focus and Achieve

On Sunday, February 25, I attended the APAPA TVC youth group seminar. There, we had the wonderful, outgoing speakers Patricia Cheng and Jay Cheng, who talked to us about how we want to plan out our future and what to focus on. It was a fantastic seminar with Patricia and Jay Cheng telling and advising us about how we, as students, should figure out the most efficient way of spending our time, and how to settle down on what we would like to focus on in our lives.

In the beginning, before the seminar, I, along with other youth, including YIBI members, Kaitlyn Wang, Nancy Tong, Isabelle Yan, Edwin Mui, and Ben Yang, all helped out as volunteers for APAPA, setting up the chairs and tables, while signing people into the event. During the whole process of setting up and working, it seemed like it would have been hard and arduous. However, working and volunteering with my fellow students was very fun and we all got our work done well and efficiently! Firstly, we assisted APAPA by setting up chairs in rows and tables where people could sign in their names, and handed out pamphlets to everyone who came in. It was so encouraging to see so many people arrive to listen to the youth seminar, and by the end, the sign in list was almost completely filled up! In addition, we also handed out two sheets of paper to each individual, along with a pen. As we later learned, these supplies would be where we would be writing down our goals in life and daily schedules in order to plan out our futures.

In the beginning, after they had introduced themselves, they immediately had us write down ten goals that we wanted to achieve in our life, and then had us cross out seven goals and leave the top three on the paper. Once we had these three goals, Patricia and Jay Cheng told us to completely cross out the other seven and never look back. They told us that these three goals should be goals that one would be absolutely fine with committing all of their time and almost all of their life to achieve, and that from there-on, those should be the three goals that we should focus on achieving in life in order to truly be happy with your life.

Afterwards, we played a game where we were separated into groups, and then each group would stand up together, and have to answer the different question being asked each time in five words. If someone were to give a silly or unrealistic answer, they would have to stand in the corner and keep on answering questions until they had a good answer. Some examples of questions were "Who are you?" and "What do you want to become?" These different questions helped us to dig deep into ourselves, and figure out what we actually want, and who we really are. During the game we started to realize that we actually may have had different perspectives on life than we had originally thought, and it was a wonderful eye-opener to what we truly wanted in life and how we would act upon it.

This seminar was a wonderful experience because it taught me how to be confident and strive for my three main goals in life. It has showed me how focusing on specific goals and aspects of life can result in a better success and achieving things you actually want to achieve in life. Overall, it was a fantastic seminar, and I know that I will always remember what I learned in it, and act upon them by planning out my own three goals and striving for success. I would also like to thank APAPA for the opportunity to attend this very beneficial and fruitful seminar!

亚太公共事务联盟(APAPA)旧金山湾区三谷分会终生会员2015年节日聚会纪实

12月21号,周日,旧金山湾区在经历了一个星期冬雨的洗礼后,迎来了又一个蓝天白云的周末,下过雨的空气中沁满了湿润的泥土和青草的气息,冬日的阳光暖暖的包围着一切。20多位三谷分会终身会员及其家属受邀相聚在亚太公共事务联盟(APAPA)的创始人尹集成先生位于Vacaville的秀丽的庄园里欢庆2015年节日的到来。

三谷分会的会长Andy Li先生先开车带大家参观了这个私人庄园,大人们泛舟在人造的大湖中,小朋友们忙着喂食各种饲养的动物,老人们乐着品尝果园里不同的水果,一个愉快的上午转眼就过去了。

在享受了丰盛的午餐后,全体会员集聚在大会厅里,庄园的主人,也是亚太公共事务联盟(APAPA)的创始人尹集成先生和他的夫人,Regina跟大家分享了他们是如何服务于亚裔社区,帮助和提高亚裔在参政议政方面。并且介绍了他们去首府华盛顿如何对排华法案进行游说。今年是铁路华工150周年纪念,希望我们大家能慷慨解囊, 捐出一杯咖啡的钱来支持我们的祖先铁路华工,建立一个纪念碑(http://crrwmemorialproject.com),这样让整个美国都知道我们华人对美国社会所做过的贡献。

一天的活动很快就结束了,大家感谢尹集成先生和他的夫人Regina的盛情款待,并且被他们为华人社区的奉献深深的鼓舞着。从自己做起,希望能感染身边的每一个人,来投身到亚裔参政议政的事务中。欢迎每一位愿意为亚裔社区服务的人加入到亚太公共事务联盟(APAPA)的大家庭里。(http://apapa.org).

On Saturday December 21, 2014, CC Yin invited many members of APAPA and myself to his home for lunch to celebrate the APAPA Tri-Valley Chapter; this year garnering 25 life time members into the organization. A polite and kind man, he immediately introduced myself to one of his daughters, Dartmouth alumni, when I mentioned that I would be attending the school in the fall. She not only talked to me about her experiences at the school but also about CC Yin, introducing me to his home. There, we witnessed his true legacy, told through the achievements, plaques, and photos in his home; Mr. Yin was an immigrant who came to the Americas in search of better opportunity as an engineer. He spoke about the many hardships he faced as a first generation immigrant with his wife, Regina. Eventually, through years of hard work in America, he formed a McDonalds empire owning 31 chains on the west coast. However, as someone who came to America as an immigrant, CC Yin shows strong appreciation for American politics and Democracy. And thus, he founded the nonpartisan organization APAPA motivated to drive voter participation in Asian American citizens like himself.

On December 5, 2014, APAPA held a celebratory dinner for its youth volunteers; at a Chinese Cuisine Restaurant, many young Asian American, mostly high school students, gathered to celebrate their accomplishments in voter registration for the previous midterm election.

I, Max Zhuang, a student volunteer for the organization and an incoming Dartmouth College Freshman next fall, was invited to the dinner for continued participation throughout the months of voter registration; Lillian and Linda Du, twin sisters were also invited after registering thirteen voters. Shannon Yan, another student from my area, the APAPA Tri-Valley Chapter, was also invited for her efforts. Many volunteers arrived with different merits that contributed to APAPA's voter registration efforts.

To add to the celebration, Bay Area region President Joel Wong and APAPA Co-Founder CC Yin were there inviting Secretary of State Debra Bowen to present awards of achievement to the few APAPA volunteers that went above and beyond registering voters. Tri-Valley Chapter President, Andy Li, Vice President, Min Tsao, VP and Treasurer, Nancy Chen, and other board members were also all in attendance showing immense appreciation and pride in all the work their youth volunteers have contributed.

2014年12月5日,APAPA - Asian Pacific Islander American Public Affairs Association亚太裔美国公共事务联盟举行了青年志愿者的和加州州務卿 Debra Bowen 女士一起的庆祝晚宴, 在Fremont的中餐馆举行。许多年轻的亚裔美国人,大多是高中生,齐聚一堂,庆祝这些年轻人在前中期选举期间对华人社区的贡献 -他们鼓励华人参加选举投票,并且登记成为选民。

APAPA联合创始人 C.C. Yin 先生和Bay Area region President Joel Wong邀加州州務卿 Debra Bowen 女士为选民登记义工颁奖,Debra 给了义工们极高的鼓励和评价, 说注册工作需要投入很多时间和精力,在劝说他人时需要有很强的应变能力。因为劝说他人,尤其是比义工们年龄大的成年人成为选民是很不容易的事情。高中生们都激动地和Debra拍照留念,记住这难忘地时刻。双胞胎姐妹Lillian and Linda Du 一起努力共登记了13个选民。还有和我住在一个城市的Shannon Yan 工作也很积极努力。
